Who is responsible for determining learning and talent development needs?
A third (33%) of respondents believe it is the main responsibility of senior managers, and three in ten respondents think it is the HR department or line managers’ prerogative (30% and 29% respectively).
Employees/learners are also expected by more than half (54%) of organisations to have some involvement in determining the learning and talent development needs of the organisation.As per the annual survey report 2010, by CIPD, over half (53%) of respondents agree that learning and talent development specialists have primary responsibility for determining learning and talent development needs.
